I know that it's contradictory, but even though the Birch Street Promenade is perfect to be blocked off for outdoor dining and a stroll through it, it was great to be able to drive through there also especially if you just need to pick someone up or get something real quick like at Starbucks which alas went out of business probably because the street is now closed to cars.
