My next door neighbor continuously leaves his garbage and trash all over on our shared driveway and the police and code enforcement refuse to enforce the law against the guy because he is "disabled" and theyre working with him. 2 years later, they are still "working with him". The stinky trash sits on the driveway, the police refuse to ticket because they know it will be waived and no one forces the guy to get a trash bin.
