TL;DR version... CLASSIC bait and switch.
I went in looking for silver bars one day, and struck up a conversation with Reuben, who was exceptionally nice and personable. He bragged that he had a regular customer who got 1 oz bars and coins from him for 1$ over spot. I asked if I could get the same deal, and he agreed.
One week later, I called during the day, and reminded him of who I was, and that I would be in later that day for the silver.
When I arrived, he came out with silver rounds (not the bars I asked about), which were walking liberty rounds. Because of that, he said the price was $25 per. Spot was $17 dollars that day.
So his 1$ over spot became an 8$ premium per ounce on silver anybody can get at APMEX, JM bullion, or anywhere else online for 1.50 over spot on a regular basis.
He may know what he's talking about, but so do other people. He's likable and silver-tongued, but lies about his silver prices.
