Went to this office of Dr Win in Arcadia. I previously seen Dr Cheng in their office in City of Industry and she gets 5 stars across the board but this office in Arcadia was rude and didn't explain anything too me. Wasn't shown any pictures of my eyes to explain what's going on. I was even insulted by this female Dr there. It got to a point that I had to tell her I was a US Air force Aviator / fighter pilot( retired ) and I have two PhD's. Boy, did she back off quickly! Hey lady stop judging the books by their covers! Very disappointed in her bed side manners.

Beware of Dr. P at the Arcadia office. Worst experience ever. We waited 1.5 hours from check-in time to see a doctor and to deal with her rudness. Front office staff and back office staff are not communicating. That's not all. I regret taking my dad here 4 days ago. I should have gone with my first instinct after I spoke with "Dr. P." Regarding my dad's eye condition. Svetlana Pilyugina, MD, known as Dr. P was unprofessional, rude, and showed no empathy to her patients as she injected the needle into her patient's eye. My father felt pain right after she injected some medication into his eye, unlike the very first time that she did the same procedure to him. Dr. Pilyugina gave no warnings. It seems as if she placed her anger on his one eye while shooting the medication into it. My father didn't tell me while we were at the doctor's office until I drove us home. If she had a bad day, she should have called in sick and stayed away from the patient. I see clearly that she put her anger on the patients who trusted her, like my dad did.

The doctor himself is fine, but the service up front is another matter. Be prepared to wait as much as two hours beyond the scheduled appointment time to even be called back. They also cannot be bothered to send you a bill, demanding payment only when you show up for your next visit. Today's visit was rescheduled because they had made an appointment for my father to be there on a day when they were closed and never told us, and we have been sitting around for over 90 minutes waiting for him to be seen.
