I have been doing concrete in the Tahoe Truckee area since the 90's, and I can honestly say that the placer county building department is the most obnoxious bureaucracy I have ever had the displeasure of being required to work with. I am not alone in this, I can't think of anyone I have come across in the industry who has not had a horrible experience dealing with these people. They have absolutely no concern when it comes to the concept of deadlines, and they completely lack the basic understanding that communication is key in this industry. On multiple occasions general contractors I work with have been forced to plead directly to CATT (Contractors Association of Truckee Tahoe), of whom I am a member, because Placer county will not release their plans after paying exorbitant amounts for outside plan check and then the county still drags their feet for weeks on end before releasing them. As a subcontractor, they have cost me thousands of dollars due to their inability (or ineptitude) to guarantee any kind of window for inspections and their complete lack of concern when you express the need for inspections to take place during a window of time, even as broad as am or pm. Unfortunately we are all stuck with this inept bureaucracy, it's too bad they don't understand that the costs that they incur upon those in the industry just bleed down to the home builder in the end. Every other county I have dealt with does not act in this manner, be it Sierra, Nevada, or El Dorado. God help you if you want to build a home in Placer County.
