This council is thrilled to bilk their own citizens out of their money in an unconstitutional way and wonder why their city is such a dump and why there is so much grievance against the council.

If you are polite with these people and understanding that they have to deal with some cranky people, because legal forms are very complicated, the process goes much easier and they are quite nice in return.
