Per the city's guidance, I reached out to Roy for an arborist report. Through my discussion with Roy, he noted that I neither needed city approval nor an arborist report. Based on his guidance, I went back to the city arborist who realized they had misinterpreted my original question.

We have two big trees on our small San Francisco lot. The Redwood I planted in the mid 1980’s is now more than 50’ tall, but the Monterrey Cypress in front of the house is much larger. Roy has cared for our trees since some time in the 1990s. He guided our contractor and architect when we replaced our home, making sure that foundation piers and utility trenching did not weaken the root system. Roy trimmed back the Cypress in stages, to make room for the new building without killing the huge tree. Twenty years on the trees are doing fine and Roy still takes care of them. (Roy was also very helpful when we were hit with a nuisance lawsuit from a somewhat addled neighbour. Roy’s expert and very professional testimony helped to end the matter quickly.)
