Unprofessional. Captain does not cooperate with multiagency assistance. He really needs training in incident site containment, multiagency cooperation, public relations, proper blocking techniques, and hazard mitigation. Why is the captain not educated on NIMS, ICS, and TIMS? Why did he not have an electrical containment perimeter of 30' set up with cones and / or tape? Who parks an engine uphill, 15' from a downed powerline? The only thing more dangerous than inadequacy is ego.
